Annex B. Evaluation criteria applied to select the winning-award projects in 2019

1. Promotion of employment Generation of new employment and/or improvement of employment: For each new full-time permanent employment: 5 points. For each new indefinite part-time employment: 3 points. For each new full-time temporary employment: 0.2 points for each month of the contract. For each new temporary employment part-time employment: 0.1 points for each month of the contract. For job improvement: 1.5 points.	20
2. Economic and social aspects Projects that contribute to the creation of business opportunities in the municipality of Valladolid, which allow the economic development of the city and its contextual environment, and are technically, environmentally and economically viable. Level of simplicity for the integration of the proposed project/activity in the value chain of the current economic activities of Valladolid (e.g. availability of raw materials, manufacture of products and its components, repair, recycling companies, etc.). Positive assessment of the relevance of the social nature of the project (e.g. insertion of workers at risk of inclusion, social minorities, etc.).	12
3. Technical and/or methodological quality Degree of elaboration, detail and coherence of the work plan, schedule and activities with the planned objectives. Definition of adequate and sufficient performance indicators and monitoring and measurement mechanisms to assess the effectiveness of the proposed measures before and after their implementation. Quality/price ratio, with an adequate justification of the requested budget for the different activities. Potential for actions and impact on the business of the sector.	9
4. Environmental sustainability Projects that ensure the maximisation of environmental benefits, expressed in the relevant units (e.g. minimisation of waste generation, avoided atmospheric emissions, saving of raw materials, etc.). Projects with a full or partial Product Life Cycle approach: Generation of raw materials, design, production, distribution, consumption, collection and/or recycling. Positive assessment of companies or organisations that have an environmental management system, seal or environmental badge, as well as those whose main activity belongs to the environmental sector. Renewable energy use: Energy efficiency, reduction in resource consumption, renewable resources, resources with low environmental impact, emission reduction, recyclable and/or energy reusable products. Development of actions based on nature.	16
5. Eco-innovation Consideration of the state of the art of the technology or methodology used; Approach to the use of the best available technique and best environmental practice. Degree of novelty and potential to become an innovation. Positive assessment of entities with a recognition of their innovative nature.	8
6. Eco-design Durable, low maintenance, timeless and/or modular products. Existence of an eco-label, related to potentially certifiable products. Design of implementation and certification strategy. Information on recycled materials. 3D layout. Estimation of investment/tangible benefits. Creation and development of a prototype and its validation.	12
7. Quantitative/qualitative scope of impact Assessment of the scope of the proposed measures in quantitative or qualitative terms (e.g. people served, estimated billing, degree of specialisation), valuing positively the projects of greater scope. Assessment of impacts on the water footprint, energy consumption, carbon footprint and waste production.	7
8. Diversification of supports Support for different activities within the four categories proposed in the call, seeking diversity within the economic landscape of the municipality. Support for projects within the different industrial or service sectors, which are considered a priority for the Municipality: transport, bio-economy, eco-industry, waste, agro-food, energy, water and the public sector.	8
9. Priority products Plastics and bioplastics. Food waste. Textile. Rubber.	5
Note: In case of a tie in the global scores, priority would be given to the score obtained in section 1 of the evaluation criteria (Employment Promotion). If the tie persists, the score obtained in section 4 of the evaluation criteria would be prioritised (Environmental Relevance). If the tie still continues, the entry date of the application in the register (considering the date and time), would be taken into account.
